If you build an installation routine using the Setup Wizard and specify Winsock in the ActiveX portion, then yes it will be registered and copied appropriately for the end user. If you simply build an EXE using that form, copy it to the end user's PC and attempt to run it, you will get an error because the OCX is not registered.
