Re money for collaboration: plato (the company I work with) has a few $ floating around to fund developments... but we do clinical stuff only. Re the app you describe: syware would let you deliver that with ease with both wireless and synchronised functionality. No service packs for VBCE (vast sigh of relief from me!!!), obvious implementation.
