Hi Brian,
You can't get Personal on its own, it ships with the other three. MSDE also shipps with all three (note that this is different from the personal edition).
Standard and Enterprise editions are pricier than developer, but I think the license restricts you from using the developer edition for anything othere than development (ie no production use).
