If your program runs fine under other OSs that is exactly why it must be a hardware and/or driver issue. Generally Dell is quite good at getting their drivers right but they are not infallible.

Another possibility, especially with notebook computers, is that you're running at a display resolution other than the optimal/default setting. For example, running an XGA (1024x768) display at 800x600 or 640x480 can lead to pixel interpolation; lines that are a single pixel wide at 1024x768 may be 2, or 0 wide at other resolutions depending on their exact screen position. If you're depending on precision artwork it can make it look bad.

Also check to see if the machines are set to use large screen fonts instead of the default small fonts.
