I think "development time" is exactly where you'll see the improvement. The addition of IntelliSense makes it easier to write correct, readable code. You no longer have to count on your memory to get property and method names right. You don't have to Beautify afterward, just set up your coding standards and it's formatted as you type. There are a bunch of other productivity enhancements, like parenthesis matching, a dirty file indicator, and so forth, as well as new tools like the Task List and bookmarks.
Of course, there are plenty of language enhancements as well. I'd say half or more of them are things that we, in the development community have requested, like specifying the column in ASCAN() and case-insensitive behavior in ASCAN(), ASORT() and STRTRAN(). Grid headers now have a WordWrap property and the grid itself has a RowColChange property that lets you determine what actually changed in BeforeRowColChange and AfterRowColChange. There's lots more like that, too.
