Yes, PWS will accomplish this - it's available in the Win NT option Pak. Just remember to use the commands PWS /stop and PWS /start for stopping and starting. Pressing the Stop button in the manager will not fully stop the PWS web server..

(Probably also O'Reilly's WebSite would work, but, I don't think it's free..)
