Doesn't the Window Task Manager 'Processes' tab kill button work?

>I'm running the PWS that comes with Win2k Pro, and long since realized that the manager won't stop/start it. However I tried PWS.EXE /Stop and it merely popped up the manager - no change in results. Did I misunderstand you or is there no choice but to reboot to clear out running DLLs?
