I appreciate the info, but as stated earlier, EVERY temp folder on the machine has the permissions set. I finally got the problem corrected by changing all of the ini files associated with Web Connection and Web Builder to all point to ONE temp folder only. Not sure why that matters, but it corrected the problem.
