The size of a toolbar depends on the contents of the toolbar. If you add controls to it, it will automaticly resize.

If you're using toolbars for other purposes than just displaying butcons, (such as a search box), it is preferred that you store all objects in a container and place the container itself on the toolbar. When you resize the container, the toolbar is automaticly resized.
