I'm pretty sure an Access 95 database can be an automation server. Access 95 is not that different from Access 97, which definitely can. But if you can't touch the database, that might not work well, depending on what was already built into that database.

FWIW, some Access people say that Access 95 was not a good version, and that Access 97 was much more stable.
