I do not have the behavior you described. Both main keyboard and keypad cause the same effect. Did you switched on the Num Lock for keypad? When it is off, I get the same result as you described ;)
You can force switch Num Lock on in your VFP application by using the old function NumLock():
NumLock(.T.) && switch it on
? NumLock() && display current status
