I found some information on command line parameters for HH.exe, the following will do what I need...

run /n hh.exe mk:@MSITStore:c:\windows\help\htmlhelp.chm::/flash\browse.htm

where  hh mk:@MSITStore:/path/filename.chm::/path\topicname.htm

With a property in each form with the topic name, I can create a procedure that will call the help for that form. The only down side is that if you don't close the Help Screen, before you call another topic, you will get multiple help's running!
