>Many years ago I worked in a town which was predominantly devoted to one industry. Even more years ago, around the WW2, the main companies realised that motor traffic was on the increase & could become a problem, so they had an informal agreement to stagger the starting & finishing times of their individual companies to avoid the problem before it started. This was still carried on up until about 10 years ago. Now the industries are in decline & the remaining old ones & the new ones all want to come into line with everyone else working practices, including times & now the town has big traffic problems in the mornings & evenings. And everyone complains, including the directors & managers who changed the working hours.

Gotcha. Here in Atlanta, there is a stretch of I-85 South which starts bottlenecking between 6:00AM-6:15AM and continues until 8:30AM-9:00AM. The same basic stretch going north starts bottlenecking between 2:00PM-300:PM and continues till 6:45PM-7:15PM. "Bottlenecking" here is slowing to a crawl and even stopping often for 2-5 miles across 4-6 lanes of traffic. Not a lot of fun. :-)
