The most our applications have handled very well, is in the 10 million record range in a real working envirnoment.
I'm not aware of any benchmarks in this arena, though they are very common (but also controversial) in the server database market.
However, Seeing the amount of data and the requirements of handling 1000 transactions per minute, I think a C/S solution with a database server might be better, not only because of avoiding the 2 gig table limit, but also because of better transaction handling, OLTP, a better scalability and backupfacilities.
If costs are a factor of not going into the server database arena, I think a lot depends on how the users are connected to the database. A fast network is a requirement if the dataprocessing is not done on the server (Via a n-Tier approach). Of course the complexity and nature of the transacion is also an important factor. A simple lookup costs less time than a replace, insert or a delete)
