I appreciate your frugality but sometimes it's better to pay. You can download a 30 day demo of adobe go-live. Excellent app which I use in conjunction with winedit(free). Go-live for layout, html control. winedit for PHP, js etc.

Also if it's a short term project the 30 days might be all you need. Sausage Software's HotDog does the same so you could always bounce from 30 day trial to 30 day trial!
