First, don't use Package & Deployment Wizard.
Second, use Visual Studio Installer(VSI).

VSI find for you, all the references needed by Crystal32.ocx for to run in a non-development PC. It's a crazy thing try to generate a setup program with Package & Deployment Wizard for a VB+Crystal Report app.
