I looked back through the thread and didn't see that anyone actually responded to what you were looking for. As I've said, I've not worked abroad, but one of the best approaches I can think of would be to contact some of the big contracting agencies for that country and ask them what kind of requirements are needed to work there as a contractor or permanent employee. A couple here in the States are Robert Half, Metamor (formerly PSINet) and Maxim Group. I'm not sure about their international presence. I would also review job postings for specific availability and employer requirements. Monster.com and ComputerJobs.com are two that I use over here. I hope this helps at least a bit to get you started...
