Please forgive me if you've tried the this...when you right click on the file and look at properties, is it marked as read-only? Or, have you run the ATTRIB command on the file to turn off read-only?

ATTRIB -R myreport.*

If the O/S is *not* showing the file as read-only, have you rebooted the server?
