OK, big topic.

Briefly

(1) You will need to know server address (IP address OK) and what port the database is listening on (probably 1521 or 1526) and the name of the database (the listener.ora entry). You will also need to have a username and password to log onto the database. Your DBA should be able to tell you this information.
(2) You will need to load Oracle client software (aka SQL*Net) and an ODBC driver. For Oracle 7.3 the Oracle ODBC drivers are fine.
(3) You will need to run SQL*Net Easy Config (or similar) to set up the Oracle client networking using the data supplied in (1)
(4) You will need to set up an ODBC DSN on the machine.

VFP can now talk to your database.

BTW Oracle 7 is out of support now - it is 2 versions behind. You should be looking at 8i release 2 or 3!
