IMHO the only controls that should resize are ones that have a logical reason to resize. These controls are Grid, EditBox, ListBox, PageFrame. These controls can benefit from additional space to show more items if the user has a larger desktop. The PageFrame should only be resizeable if one ore more pages contain one of the resizeable controls.

Making all labels and textboxes grow with the form seems rather childish to me, I don't know of any other mainstream Windows app that behaves like that.
