lcMemo={your memo field}
lcMemo=strtran(lcMemo, chr(13)+chr(13), '  ')
do while '  '$lcMemo
    lcMemo=strtran(lcMemo, '  ', ' ')
enddo
This should save the regular single CRs and replace double or multiple CRs with a single space. Maybe not the most elegant way out, but should at least cut your problem down to manageable size.
