Claims was a big part of it - they tried a number of things, but at times it was kind of like watching The Three Stooges, except there were many more of them. Outsource, do it in-house, write our own EClaims process, hire a consulting firm to tell us to outsource it, hire another one that would say to do it ourselves. And not just claims - billing, accounting, marketing, etc were all being revamped because there was no clear focus. After awhile it was just too late and everything else around us had moved on. Worked out very well for me though! I love contracting and will never return to the other world if I have a choice...
