No. You can get copies of these files by booting to DOS/Win9X (something other than NT) and copying the files in the NT\Config subdirectory. This is provided you don't have NTFS as the file system on your NT drive. If you do, then you need to get NTFSDos from
www.winternals.com to read the partition.
Winternals also has utilities to read the security files (and modify them if necessary). I don't know if they provide any reports but you can check their website for features.
