Not necessarily a good solution for your app., but I had a document where this was required and I ended up doing it in Word with OLE Automation - in Word I could set the Widows/Orphans properties to handle keeping lines together or moved so a detail accompanied a footer.

I haven't used Crystal Reports, but it has a lot of additional bells and whistles, and might be able to handle this. You could ask this on UT or to their web site.
