I just tried it too and memo streches to next page as needed.
Here is what I did :
-Used testdata!employee as test table.
-Group on emp_id
-Made detail long enough to leave small space for group footer
-Out Notes in footer and placed a box around it
Label Notes - Float
Field Notes - Float and Strech with overflow
Box - Fix relative to top of band and Strech relative to height of band
