What we currently do for this is as follows:
Have a small exe (on the server or local) which just looks for the latest .app
If you want to build a new app then build it with a new name.. Each time the user runs the system the most recent app is loaded.

It's up to you how you decide which app to run.. we use a version numbering system in the filename but I have used a DBF and ini file in the past.
