I once tried doing this by printing to a fax device, with an impossible number. The fax device would internally create a .tif image. Didn't have much success automating the stuff, though, because this part of the project was abandoned. I just did it sort of manually couple of times. It would be somewhat tricky to do the interface to the fax server software - is it Winfax, Outlook or what, what's its object model etc etc, you may imagine the range of expected problems.

Probably there may be better, or at least easier, solutions.
