I did not ever used it, but did you tried following:
Create an OLE class with use of that toolbar ActiveX. Then use _Screen.AddObject() to add that class to the screen form as an object. Position it properly at the bottom of the screen and make it visible. Use SET STATUS BAR OFF command to hide the default VFP status bar.
However, as far as I know, certain ActiveX controls do not work properly in VFP, and that status bar control do not work ok too. Just try...
