No, you can't use CoolBar under VFP. See the article in KB: "BUG: The Coolbar ActiveX Control Does Not Work in VFP"
Yes, you can use ComboBoxes and other ActiveX controls in ToolBar ActiveX control. Add a button with the Placeholder style, set it's width and drop a control on that place.
