No. The least actions you can make when use the GenDbc tool. Generate the PRG using that tool. The PRG represents the code to re-create the structure of your database when running. Extract from it all code for indexes creating. Add code to remove indexes from all tables before new indexes take effect. Set the collation sequense, than run the indexing code.
Note that maximum index key value length is different for different collating sequenses. For MACHINE it is 240. For GENERAL it is 200. For RUSSIAN, for example, it is 120 (I assume it is minimum as because double-byte chracters used). So check also if all indexes are possible in another collating sequense.
