That is always the deciding factor - if the client says use a specific tool and is willing to pay you for your work there is little choice. I have been known to use Access - but only as a means to support myself and my family. Otherwise, I think it is better left inside the original box.
I have never been asked to create an Access application from the ground up - only to fix what others gave up on. To me Access is a good tool for a manager to obtain reports. Trying to run a corporation or State Government with an Access application will soon reveal limitations.
