What do you mean by inefficient? If you simply want to view the copy of the PRG/SCX/VCX on your hard drive, you don't have to do anything. Simply open it in the appropriate designer/editor and view it all you want.

The advice Charlie gave you was if you wanted to make sure you had the latest copy of the file in question. Right-click on that file (PRG) or files (SC?/VC?) and select Get Latest from the shortcut menu. You will only get the latest versions of the selected files. If you wanted to get the latest versions of all files in your VSS project, right-click on the Project and do the same procedure. All files in the selected project will be checked and downloaded if necessary. IMO, it really is very efficient.
