Probably no. You can try to search over the Windows events for tool tip windows. However, you require to know how it works in VFP. I had never seen such functionality in VFP applications.
Take a look also to the Fancy Tool Tip control here in downloads. This tool tip is custom VFP control that is shown by timer. Probably you can show it also manually when required. It is free, so using it will probably be much less expensive than spending a lot of time to figure out things that nobody ever tried (or tried, but do not want to share?).
