I don't think the Kodak ActiveX can do JPG. And VFP doesn't understand TIF. I think PaintShop has a DLL or ActiveX that can be automated to convert files between different graphics formats. A web search should turn up at least a few graphics format converters.

Whereas I tried with other "JPG" files it works fine.
