I just asked him. He is using Toad and Oracle all the way. He is storing his html pages as plsql proceedures in Oracle packages, and hand coding everything for speed. He doesn't see XML being useful in our particular situation. He is fussing with page loading speeds in the sub 3 second catagory, and this are forms with many buttons, edit boxes, etc., on them.
