To me the term "Best Practice" means adoption of certain methodologies that take you towards the broader goal although that may or may not be the specific goal for what you are doing currently.
In software development for example the broader goal is ease of maintenance and easy growth. This goal encompases all the projects that I will ever do. Of course there are always exceptions.

Let me explain with an example:
When I create software projects say invoicing, the immediate goal is of course generation of correct and timely invoices. But I would use naming conventions or more recently an n-tier approach (COM based) because the broader goal that encompases all my projects is ease of maintenace and growth.
So, to me best practices would be to see that all programmers write their programs with n-tier/componentization approach in mind.
