I wish my friend Ed Rauh was more active these days. He'd answer this question far better than I. However, I'd say it's an absolute necessity to properly setup an application these days. There are just too many things that require a local install.
FWIW, my FPW stuff used to run from the plant servers, but that's not the case anymore. My more recent applications check the server for a more recent version of the application via a Windows Script Host VBScript file. The install checks and installs the WSH if necessary.
In my mind, failure to properly install an application, at least the necessary run-time files, is really asking for more trouble than it's worth and limits what you can deploy as well.
What's needed is a good book on the subject. Unfortunately, at this time, I don't know of one.
