As others have said, the large VFP6 runtime is the stumbling block. If you could install the runtime on a local hard disk in advance, then you could run any .APP or VFP .EXE you wanted later from a floppy (as long as it fits).
Nowadays almost as many machines have CD-ROM drives as floppies; I'd give serious thought to making a Setup Wizard setup of your app, including runtime, and burning it to a CD.
You could also create a "Hello, World" DUMMY.EXE or even DUMMY.TXT file, and put it and the runtime into a Setup Wizard setup. You could then provide this free for download (on a website) at the user's convenience. A large download, yes, but once it's done you can then provide apps on a floppy.
