I am able to run sp_pkeys (from inside VFP on client) without connecting to master database, but I have to .append the parameters (which I don't have to do with the stored procedures in the database I am connected to).

I don't remember if I check the support for the .Refresh() method in the code, but not all backends support it. What version of SQL Server are you using?

SQL 7 does support the Refresh method. Do you have to use a command object? If not, use the connection's execute method like so:
oRS = oConn.Execute("sp_pkeys 'mytablename'")
I tested with this and it works as expected.
