For the first time, I saw a large group of pigeons gathered around such a statue. I think they were having a meeting and forgot they should be frightened of owls.

Maybe they were trying to work out whether they were pigeons or crows. One way of dealing with crows used to be (still is in some places) to sit an owl (usually a big one e.g. eagle owl) out in the open & wait for the crows to come in & mob it & then shoot everything in sight, quite often the owl.
