Well, I was going to say it no longer works in MDAC 2.5 but apparently if you create an empty text file with a UDL extension and double-click it through the Windows Explorer it opens up the Data Link properties dialog. I tested with both 2.5 and 2.6.

Try that and see if it works on your end.

You can also use that download I mentioned before, the one that reads the parameters from a SQL Server stored procedure.
