Mystery Solved. This is really weird, though. (If I did not know me, I would think I miskeyed something.)
The SP5 came with a new VFP6r.DLL and a new VFP6enu.dll.
The SP4 versions are named VFP6r.DLL and VFP6rENU.DLL. Notice the SP4 version has an "R" in the enu dll.
When I renamed the SP5 VFP6enu.dll to be vfp6Renv.dll - it worked.
