In Outlook 2000, you right-click on the Personal Folder (in the left "Folder List" pane). Go to properties, advanced, and you can see where the .pst file is stored. In previous versions of office, you could get to this information under 'Options/Settings', or in control panel 'Mail'. It was stored in individual profiles in the previous versions (this is one area where Outlook 2000 is a downgrade from the previous versions).
After saying all that:
I don't think more than one person will be able to get into Outlook at the same time with the same .pst file open.
