Try to quit all application before install.
Jscript may be a Java lib., may be close the browser can install the program.

If you sure client PC already got that JScript.dll,
place it at application path.

At the beginning of your application,
copy file Jscript.dll to winsys directory if check the file is missed.

For my experience, I think you're better to check the PC got any VBS type Virus!
If no application run but will call some wscript.exe, vbscript.dll etc.,
the PC may get virus already.
