VFP does store some pathing information whenever you make changes to a form, and will use this in preference to almost anything else.

I also tend to have several data sets, either on my development machine, or on a network.

The simplest solution I have found is to rename the development data directory to something else, while working with alternate data sets. VFP will then find the data using whatever pathing you set in the config.fpw, or if you start your program in that data directory.
