You can't directly using the VFP menu designer but you can do this using GenMenuX created by Andrew Ross MacNeill. You can download it from http://www.meistermacneill.com/download.htm. If you do use this, there is a small bug concerning the VFP version check. It was originally written with VFP 3.0 in mind so you have to change the check to include whatever version you are using now.
