Okay Donna,

When a field stretches, it adds a line to the detail band, no matter how tall the band is. Suppose you have a detail band with only 1 field on it, but the detail band itself is tall enough to hold 3 lines. If the field is set to 'stretch', and the data is long enough to cause that to happen, the detail band is going to grow to 4 lines tall. Pretty bogus, if you ask me.

Anyway, here is a workaround.
