Does .DBC need to be present in client's exe machine

When I learned VFP, my teacher, Andrés Frank, explained that yes, the DBC can be within the executable. Any file within the executable is R/O, which may be both a blessing and a curse. I never tried this approach, and don't recommend it.

In general, any table that VFP can access directly can be placed within the executable. The files you can't place in the EXE include help files, since these are read by other programs - not by VFP.
