"Anything". To create valid HTML files, you can use MS-Word, or, better, FrontPage Express or FrontPage. FrontPage Express comes free with IE.
The Help Workshop doesn't come with a WYSIWYG editor, only a text editor, which requires you to learn HTML codes. If you want to learn a few codes, write an HTML text, e.g. with FrontPage Express, and look at the resulting file.
