In addition to Hilmar's reply: you don't need to use macros in your code. Change each macro to (), e.g.
>>      OPEN DATABASE &pAirAcctDataBase

would become:
     OPEN DATABASE (pAirAcctDataBase)
      SET PATH TO &pub_airacctdatapath
In set path you have to use &
